In a statment made at the end of a press conference on Monday, he pointed out that any measure the Cabinet was expected to make was welcomed under the condition of a previous agreement between coalition leaders and according to the following rules: "The newly elected team should follow the programme already agreeed by coalition partners. The new team should be the result of restructuring and preserve the existing balance between political forces in the governing coalition. The government reshuffle referres to issues of national interest. I feel that some changes may occur as soon as possible, but a substantial reshuffle will only go along with the government restructuring, and I mean the expected merger between some ministries or any other change requesting a reshuffle. Any minister may be removed in theory, but no decision was made actually, and I cannot mention any name". _RADOR_ While speaking at the PNTCD press conference on Monday, president Ion Diaconescu recalled that the leaders in the governing coalition decided that the 25-th of October could be the possible date for the Bucharest City Hall elections. He told the press conference that no agreement was reached concerning the non-aggression between coalition partners during the election campaign. Mr Diaconescu said that, if the possible winners belonged to parties in the governing coalition, then each coalition partner would support his own candidate in the second round of voting. In case the second round includes a coalition candidate and an opposition candidate, then, of course, all coalition partners will support the candidate belonging to the coalition party. _RADOR_ [02] PNL Central Permanent Bureau meeting At its meeting on Monday, the Central Permanent Bureau of the National Liberal Party (PNL) held talks to appoint their representative in the Audio- Video National Council (CNA) and the president of the Romanian Television's Administration Council. The bureau has decided to submit to the prime minister the nomination of Serban Pretor as PNL representative in the CNA. As far as the election of the TVR Administration Council's president was concerned, PNL first vicepresident Valeriu Stoica stopped however short of providing any detail to the press. Referring to the situation of PNL vicepresident Viorel Catarama, Mr Stoica said the issue was not subject to debates at the meeting. In a statement to reporters, PNL president Mircea Ionescu Quintus said he was not aware of any written statement or announcement indicating that Mr Catarama was about to resign. _RADOR_ [03] PAR concerns about the situation of ethnic Romanians in Ukraine The president of Romania's Alternative Party (PAR), Varujan Vosganian, has expressed his regrets that the Romanian State showed little concern about the situation of ethnic Romanians in Ukraine. Mr Vosganian told a press conference on Monday that the Romanian minority in Ukraine was threaten to lose its right to mother tongue teaching next year while the Romanian Government did not show any intention to appoint the members in the Ukrainian-Romanian joint commission to carry out the monitoring of the Treaty between the two countries. In his turn, PAR first vicepresident Adrian Iorgulescu has presented his party's position on recent remarks calling for Transylvania's autonomy. The party condemns such statements and believes their authors should be severely penalised. _RADOR_ [04] Statement of Attorney General Mircea Criste Romania's Attorney General Mircea Criste has warned a press conference on Monday about the growing danger of the economic and financial crime. In his opinion, a team of experts may solve the problem if they were paid parts of the fraud recovered following their investigations. Mr Criste said the restructuring of the Public Ministry was designed to improve its activity by promoting genuine professionals and honest people. He mentioned the inefficiency and the delays he noticed in the Bivolaru case or in cases involving MPs accused of insult or calumny. In his opinion, such cases may be solved very quickly. The attorney general also announced that the files concerning the miners' assault on Bucharest and events in December 1989 could be completed by the end of the year. Mr Criste informed that the inquiry into events on June 13-15 1990 is coordinated by Major Gheorghe Surdescu. _RADOR_ [05] An unknown recording of George Enesco While the George Enesco Festival was going on in Bucharest last weekend, an e-mail message has announced that the recording of a George Enesco concert in 1950 was discovered in the archives of the University of Illinois. The recording of George Enesco as both soloist and conductor includes compositions by Brahms - one of Enesco's most favourite composers. _RADOR_ [06] Romanian president met participants in the seminar on "Romanian Language as Means of Radio Information and Communication" While at the Cotroceni Palace on Monday, President Emil Constantinescu met participants in the 7-th edition of the seminar on "Romanian Language as Means of Radio Information and Communication". The president has answered to questions by participants - delegates representing more than 20 radio stations in the world broadcasting programmes in Romanian language. The Romanian head of state has announced that the basic Treaty between Romania and the Republic of Moldova might be signed early next year while stressing that more important it was to continue the process creating a common economic and cultural framework. The president said he was invited to visit Ukraine but the visit was possible only when concrete steps would be made to developing bilateral relations and a Romanian Consulate and Cultural Centre would open in the Ukrainian city of Chernautzi. He added that Austria, Germany and Jewish groups in the US already expressed their support of a multicultural university in Ukraine's capital Kiev. As far as Romania's relations with Hungary were concerned, Mr Constantinescu said that no matter who was supposed to come to power in Romania or Hungary, the process of reconciliation could not be damaged as it already reached the very essence of the community. _RADOR_ [07] Kazakhstani president on a visit to Romania While visiting Romania, Kazakhstani President Nursultan Nazarbayev met his Romanian counterpart Emil Constantinescu on Monday. This is the first official visit of a Kazakhstani head of state to Romania. Along with recent developments in the bilateral relations, the two presidents have also discussed issues concerning the TRACECA project - the restoration of the so- called "Silk Route" linking Europe and Asia which is now expected to include the Caspian oil transport. The modernisation of the Romanian port of Constantza, the Danube-Black Sea Channel ensuring the transport of oil to the Dutch port of Rotterdam and an oil processing capacity of more than 30 million tonnes a year are only a part of Romania's opportunities in the project. The Romanian offer includes an oilpipe linking the port of Constantza and the Italian port of Trieste. Transport costs may hit only 12 USD for 1 tonne as compared to the 35-40 USD for 1 tonne in the Bulgarian version. _RADOR_ The speaker of Romania's House of Deputies Ion Diaconescu met the Kazakhstani President Nursultan Nazarbayev at the Parliament Palace on Monday afternoon. Mr Nazarbayev is visiting Romania following an invitation by his Romanian counterpart Emil Constantinescu. Privatisation Minister Sorin Dimitriu has also attended the meeting. Mr Diaconescu said after the meeting that the talks mainly concentrated on issues concerning the economic cooperation between the two countries and the TRACECA project as a priority for the transport of Caspian oil to Western Europe. The Romanian official pointed out that the meeting was aimed at ensuring the project's support in the two parliaments as the final decision should be made by the governments in the two countries. _RADOR_ Kazakhstani President Nursultan Nazarbyev met Romanian Prime Minister Radu Vasile. After the meeting, the Kazakhstani president planted a tree into the ground near the Cotroceni Palace and then attended a working lunch. _RADOR_ Kazachstani President Nursultan Nazarbayev was awarded the Honorary Citizenship and the key of the city by the acting Mayor General of Bucharest Viorel Lis.
