Exactly. Wilson joins two rather distinct categories: retail dealers in drugs (who make up the bulk of those arrested on drug charges) and drug users (who include those who have the money to make selling drugs such a profitable business despite very heavy costs. Wilson can't possibly think (can he?) that the billions which flow to the top of the chain (after all expenses, including profits of retail sellers, police bribes, CIA expenses, etc. etc. have been deducted) come from welfare recipients, public-housing dwellers, etc.
