The bureaucrats pretend to reign, and the keiretsu pretend not to rule, is usually the case with Japan. On the other hand, it's true that the postal savings system in Japan has 1 trillion EUR in rocksolid liquidity, so maybe there's a little rule in that reign. Also, the keiretsu groups seem to be undergoing a kind of semiosis right now, merging and exchanging financial-industrial DNA, like vast life-forms or something. You know, like when Godzilla gets thrashed by space aliens, crawls off and then recharges somewhere, returning to unleash the chomp 'n stomp romp in glorious Technicolor.
