That may be what will happen in the near future. In that case, North Korea will be like ex-Eastern Germany, plagued by high unemployment, deindustrialization, etc.

Reparations from America, etc. that fought in the Korean War, to begin with. Reparation from Japan to atone for its colonialism & wartime atrocities. Also lift U.S. economic sanctions, especially the ones that affect hi-tech. Remove the U.S. military from the Asia-Pacific theater, especially from South Korea. These should be good beginnings.
