It is impossible to implement any of the various zero tolerance programs without exempting law enforcement officials from responsibility for any of their actions. Zero Tolerance is simply a euphemism for uncontrolled police brutality, since such a policy can only be carried out directly, not through the courts, even corrupt courts.
