Well, not necessarily. It might be progressive up through that point and then simply neither progressive nor regressive afterwards. Anyway, wealth is not the relevant measure, when you are talking progressivity of payroll taxes, you are talking about income, not wealth. Income is less unequal than wealth in this country. --jks
