Okay, then I'd say that the 2-3% decline in price is accurate. Maybe a little low, but most new features in software aren't really new - they merely provide a new way to do something that you could already do before. New features that provide completely new functionality is much more rare, because it's much more difficult to code it into an existing product. (For example, Oracle was working on 8i for years, but it provides truly new functionality, not just something that you could stick together on your own).
