No, unless there have been some dramatic advances in the last couple of 
years.  Nader's Public Citizen group has a "NAFTA at Five Years Report Card" 
at http://www.citizen.org/pctrade/nafta/reports/5years.htm covering Jan. '94 
to Jan. '99 that presents a bleak picture concerning both the environmental 
and wage issues.
