+ China's petroleum administrator has encouraged STATE-OWNED OIL
COMPANIES to build up reserves in an effort to control domestic prices.
Once an exporter of oil, China now relies heavily on imports and is
exploring for oil across Asia as well as in Sudan and Peru. Imports
this year are expected to account for one-third of consumption of about
