one of the articles i read about the recent california electric power mess briefly mentioned a movement for some sort of a ballot initiative to put the market in hands of the consumer. anyone have any info on this? IIRC it seemed to want to transfer ownership to power users. any cali lbo'ers know anything about this?
lastly, how forseeable was this mess?
