There were, as you're no doubt aware, multiple Hillsborough incidents in African American precincts: faulty ballots, rude treatment, told to go to different precinct, denied ballot on grounds that precinct had changed, polls closed with people already in line denied their vote, no chance to sign identity affidavit in lieu of drivers license...
Above incident to which you refer is probably: elderly black man harrassed by cops on street outside polling place moments after he voted...
But might be: black woman handed ballot already indicating Bush vote, she complained and was given new ballot but stated she had no idea what was done with first one she was given...
Or could be: Harris purge disenfranchised about 2000 in Hillsborough, revocation notices sent by cty elections supervisor arrived after election making it impossible for folks to go through process of having voting rights restored (long, arduous process in FL that many are never informed about)...
