Long-suffering Southern Californians are all too familiar with this dance. Officers shoot unarmed civilians -- homeless seniors waving screwdrivers, 38-year-old women kneeling at a gas station surrounded by cops with guns, Mexican kids just standing there, law-abiding Latino families who make the mistake of living at an address mistakenly written down on a warrant -- then immediately hold press conferences defending the action and smearing the victim, even though the four different investigations are "ongoing." Subsequent details show that much of the early assertions made at those press conferences were patently false. Months or years later, the cop is cleared and escapes all reprimand; meanwhile the department quietly pays out more than $10 million every year in out-of-court settlements involving excessive force.
