The entire article can be found in the archives of the paper at http://www.theglobeandmail.com Do a search for the word 'martin' and it should show up. I'm skeptical of many of his other claims, but this one strikes me as something plausible. Thoughts?

The author (the management prof) is grossly misinformed in too many ways to recount.

He's basically proposing what amounts to a flat tax on most people, with graduated rates for the rich. The flat tax has been talked to death so there isn't much reason to unpack all that.
