Most cannot. Some can, but it's a rare charter that allows it, much as it's a rare charter that allows shorts, any kind of hedging or use of derivatives.

Another factoid, the average big truck you see out on the

highway get on average 6 miles to the gallon of fuel.

Not sure where you saw this, but while listening to an NPR show the other day, some guy Who Sounded Like He Should Know What He Was Talking About said that a big breakthrough coming soon through some Detroit<->Govt. initiative is to raise the average from 4 to 5 mpg (admitedly a 25% increase!) on diesels used for 18-wheelers.
