India will get an $82 million grant to phase out the production of ozone depleting substances such as chlorofluorocarbons (CFCs).

This is from the Multilateral Fund set up to implement the Montreal Protocol on such substances.

India is chair of this fund, but the project is implemented through the World Bank.

Could this be a precedent for capital transfers to other developing countries not just for phasing out CFC's but for other crucial issues in the management of the environment?
