I wanted to add that Ann Markusen quite a while ago found that the two key overriding correlations with the rise of high-tech industry was defense spending and the absence of black folks. She traced this to the political rise of the Sunbelt, what Markusen called the Gun Belt, and the racist policies of suburban development through government spending. See THE RISE OF THE GUNBELT.
The thrust of the articles focus on tech development all being about "tolerance" and social flexibility is just one more act of amnesia about the role of government policy is shaping high-tech job growth.
