I think what the Nature article shows, judging from the illustrations, is that an excited cesium photon emission has a wave peak that is higher and in advance of its normal emission. The condition of obtaining this gain is to use a laser light (coherent, uniform beam) tuned to some special absorption value.
In effect this accomplishes an addition of velocity thought to be impossible.
More interesting after this result, would be to find a naturally occurring aspect in star light, that reveals a related phenomenon.
