Nathan's reluctance to believe the CBO reminds me of those right-wingers in the 1980s and early 1990s who wouldn't believe the Democrat-controlled CBO.

As I mentioned, there are a number of things for which to criticize CBO, but the personnel changes have been exclusively at the top. Some staff have left, but in general the same folks are doing the same stuff they did before 1994. The way you control message in the Bureaucracy is not by telling someone what they must do, but by assigning what you want to the right person. CBO internal professional culture is pretty resistant to external ideologically-driven advice, witness the refusal to do 'dynamic revenue estimates' that would show tax cuts lose much less revenue and tax increases gain much less.
