The logical positivists thought that you could, but they were wrong. Part of designing an good empirical study is framing the concepts to be used in in adequately. Sometimes that effort will fail. Sometimes there will be a conceptual failure for "empirical" reasons.

What racial population has in the last 100 years developed the greatest weapons of mass destruction in the history of humanity and carried out the biggest wars/ most rapid mass murders to date, and isn't this a sure sign of unintelligence ? Which group has created an arsensal that threatens to annihilate itself and all of humanity , an extremely unintelligent thing to do ? Is this stupidity genetic ? Yes, possibly. It is possible, but it doesn't matter. All humans should still be given a minimum level of respect. Although it would be good to get these people to stop making nuclear weapons, and other weapons of mass destruction.
