Patrick, the more I think about your "popular movement" standard on the social clause the more confused I am. I bet most workers would support some version of it, in the U.S., SA, and just about everywhere else. A small group of hardcore lefties might object, but I'm guessing most people would be pro. Do you have info to the contrary?
