Not quite. It's between freedom of speech and freedom from racist speech.

CB: If all they did was talk, there would be no problem. The problem is the talk causes action. So, yes quite, it is freedom from racism.

By the way, if something remains only talk and never results in any kind of action ever, society has no interest in prohibiting it OR PROTECTING IT. Society is indifferent to "pure" speech.
