Depends on what you mean. The early Popperian view that a theory is only scientifific if it implies some empirical observation taht might turn out to be not so,a nd is falsified if taht observation thus turns up, was rejected even by Popper. On the other hand, a view taht appears generally immune from empirical attack, like creationism, and is defended come what may, is not likely to be regarded as scientific.

Wha? I mean, the general theory is a famous instance of a cruciual test, the bending of lighta round the perehilion of Mercury in 1918.

He does NOT. Normal scientific theories,a ccording to Kuhn, are tested through generating conforming and falsifying observations. It's only in "revolutionary science" where "paradigm shifts" occur, he thinks.

The Popperian view was not to give us criteria of theory chouce but of demarcations between science and metaphysics, and so this criticism attacks P for not doing something he was not trying to do. Of course P would say that there is legitimate scientific debate among competing scientific theories.

Yes, but no one things that a theory that cannot be tested and is held come what may will count as scientific than not.

Depending on what you mean by a "simple" falsifying observation, I might agree, but this changes nothing of what I have said.
