Another manifestation of the material rather than ideological
content of "zero tolerance." It means mostly the systematic
indoctrination, through police action, of the perception that
blacks are "different" and inferior. It terrorizes blacks and
makes whites feel justified in their racism. Zero Tolerance
is a systematic effort to present "The Black Man" as "The
Criminal." It is utterly unrelated to any effort to maintain
"law and order."

The Whistleblower Was Right

Cathy Harris, a US customs inspector in Atlanta, Ga., saw 
on a daily basis the unnecessary searches of thousands of
black travelers. She attempted to inform others as to what
was happening; yet no one listened. She went to internal
affairs, wrote letters to the Inspector General and the
Commissioner of Customs, all turning a deaf ear. Her story
was even reported on the Fox 5 Atlanta local news, but still
nothing happened.

Two weeks ago, the General Accounting Office (GAO)  
released a startling report that confirmed all of Ms.
Harris's allegations. It found that blacks were indeed more
likely to be subjected to more intrusive personal searches
but were not as likely to be found carrying contraband:
