educational report cards

a friend is relocating and wants to take a look at the school systems, 
first by state--a state by state ranking--and then compare at district 
level for selected states.  anyone know the best online sources for that 
information?  is it just best to use the ed. dept web site or is there 
something else out there?  i've not had time to surf, but thought i'd ask 
folks who can't cut through the slew of stuff that comes up when you search.

oh and also:  he said that idaho, his home state, doesn't participate in 
the "report card" but i would imagine that they'd have to on some level, or 
am i wrong about that?
