A problem here. On the one hand, one should never make the mistake of underestimating an enemy. OTOH John Adams suggested that it was a mistake to expect Britain to act in its own interest, because the British government had no idea of what that interest was. That could be the case with Greenspan or even the Fed Board as a unit.
