About 15 years ago, I made the argument to Alan Greenspan, at an economic conference in Beaver Creek, Col., that the policies of the IMF/World Bank were driving the African economies into a pre-civilized condition and the AIDS disease was the result -- and that we would suffer from its export back to us.
