Not necessarily, if you ditch the rat choice / utility maximization model of voting behavior in favor of an institutional one: people vote for the same reason they go to church on a sunday, not because they expect to gain any utlity from so doing, but because it is the socially "right" thing to do. Ditto which church or political party they prefer.
