"Registered Voters"

Does one have to be a "Registered Voter" to in fact vote? Or can one affirm one's residency and eligibility or somesuch and vote anyway?

I ended up having to affirm my eligibility to vote in the 1993 federal election. Not that it made one whit of difference to the eventual outcome of the election, but I believe that you can't do that any more in Canada.
