Popular Vote and Election

I was curious if anyone had thoughts on the ultimate popular vote outcome. Gore leads by .2 percent or 200,000 votes, but apparently millions of absentee and votes are still outstanding. About 1.1 million of these votes are from California. The conventional wisdom is that absentee votes favor republicans, but CNN noted the other days that a week after the 1996 election, three million additional votes had been counted and Clinton's victory margin had increased by half a million. Obviously, the "legitimacy" of the victor is related to who win the popular vote.
