the fraud that happened here, tho, is about subtle ways in which people are 
denied access to the polls in the first place:  a road block, incompetence, 
requiring two forms of i.d., refusing to allow someone to vote who has both 
reg. card and a license, refusing them when their license address doesn't 
match the address on their roll, running out of ballots, not enough staff, 
poor parking, cops stopping people who were car pooling and asking drivers 
for their taxi license, etc.
