Could be, tho in California I imagine the key
event was Prop 13 in 1979. Clearly a mandate
for equalization could result in the better-off
opting out of the public sector and creating
political pressure to shrink the public sector.

Isn't it true that following the Serrano decision -- in which support
was supposed to be equalized from district to district -- that support
for public ed. in California fell?
