Both arguments are correct here. An infamous photo in the Chicago Tribune after the murder of Fred Hampton showed the murderers, several of whom were black. In most cases the blue uniform governs the wearer's consciousness. But then a certain proportion of the oppressed are in all cases prepared to become what the Chinese referred to as lackeys and running dogs. Jack Belden's *China Shakes the World* contains illuminating examples.
