Yes, of course. But I was pointing out that the _direct_ implementation of a species of discrimination and oppression is not always an activity of the police. The police will even oppose certain expressions of racism, etc., because they're unauthorized, leading to liberal fantasies of the Good State, while racism will be held to be some kind of strange mystical spirit rising unaccountably among the folk, especially the poor. (In Europe or Africa, ancient tribal enmities may be rung in.)
