Actually, in the event of a tie, the decision goes to the House, but not under normal voting rules. From todays SF CHRON:
"In the event of a tie, the newly- elected House of Representatives would choose the new president on Jan. 6, under rules that give Bush an advantage. The Constitution calls for each state to poll its representatives and cast a single vote. California, with its 52 House members, would have no more influence than Delaware, which has one. Bush enjoys a large state-by-state advantage because of the conservative leanings of many small states throughout the South and West."
So a tie goes to Bush in almost any scenario.
