There are some interesting contrasts between the draft posted on the web last January - when Ravi Kanbur was heading up the project - and the final version. "Making the state pro-poor" became "Making the state reponsive to the poor," and the discussion of the importance of distribution has largely disappeared. Had Kanbur not publicly resigned, no doubt the revisions would have been stronger.
