Marx/Weber on community violence?

A stab in the dark, but does anyone know offhand of passages in Marx or Weber that discuss states/communities and violence, enforcement, or crime? That is, not about the state and its monopoly of violence, or the violence of capitalist laws, but on the actual policing of populations.

For KM, 18th Brumaire seems promising, and maybe parts of Capital, but otherwise I'm surprised that nothing in either of their oeuvres is leaping to mind.
