France: Algerian General Flees Lawsuit Algeria's fomer defense minister, visiting France to promote his memoirs, fled yesterday after being named in lawsuits charging him with torture. General Khaled Nezzar, who was defense minister from 1990 to 1993 and had a reputation for brutally suppressing Islamic fundamentalists, was sued by three families and French prosecutors agreed to investigate him. It was the first time France has tried to enforce international human rights claims like those under which Britain held the former Chilean dictator, Augusto Pinochet in custody for months. by Donald G.
