It is, but Jean Meslier (1664-1729) probably said it first. "Le 
testament de Jean Meslier", ed. Rudolf Charles, Amsterdam, 1864, 
vol.1, ch.2 has this: "Je voudrais... que le dernier des rois fût 
étranglé avec les boyaux du dernier prêtre".
