FWIW, I have a volume of Wilde's epigrams that's pretty extensive and reliable, and while it gives about a dozen on socialism (most of them uncharacteristically warm (and against it)), this one isn't there. Which lends a bit more evidence to your suspicion that it's apocryphal.
