John Mage cited the populists' refusal to support the Force Bill as an argument clincher. In the Populist Reader (Tindall) there is an extended treatment of this issue by Tom Watson in "The Negro Question in the South." It does a much better job explaining than my short post. If I had a scanner I'd post it here.
