There's no contradiction (laboriously assuming there could be any sincerity in an official statement of the British government). The important thing is to achieve obedience and subjugation. Sometimes the carrot is used, and sometimes the stick. Money, goods and especially illusions will be passed to authorities in the subject regions who know how to give good service, or they won't get any more. Surely the British ruling class understand this perfectly.
