If we(humanity) manage to survive the spread of nukes(and other weapons of mass destruction). Just think of what will happen when nukes get cheap and more widespread. Imagine what terrorists and other crazies will do. Imagine a terrorist setting off a briefcase nuke in, say, New York city. Big cities will be an attractive target to nukers in the post-nucleur proliferation society. I don't see the current nation-state surviving. Too many people hate the Government. There are some people out there that would love to nuke Washington.
As for your other question: The reason why an extraterrestrial civilization(an advanced one) would want to avoid detection is : they don't want to attract the atttention from another intelligent civilization that has weapons of mass detruction. They don't want to get nuked. Anti-matter weapons are even worse. Incidentally, the CIA recently released a report that touches on some of the things I've mentioned above. They mention briefcase nukes, for example. You can get a copy of this report by filing a FOIA request.
