Weisbrot: the Long Haul

seems though that the argument is not whether or one should do any deficit spending. the choices facing bush are whether to pay back the public debt, refund the surplus, or put the money into the SS trust fund. the only spending increases that would come from that admin would be for DoD procurement and potentially some corporate welfare. so my question remains, what is weisbrot's reasoning against paying down the public debt in light of these considerations?
