I can't speak about foreign governments, but US soldiers cannot sue the US govt for injuries incurred in the regular course of their duties, such as cancer from DU shells. I actually had a case in the neighborhood of thsi, where that principle came up. A soldier can sue (this was the case I had) for having a superior officer taping her in the womnen's bathroom. That's not an injury incurred in the regular course of military duty.
