Well, I can't help there.  I tuned out on what the "legal sense" entails 
somewhere between President Billy Bob's juridical musings on what the word 
"is" means and Surpreme Court Justice Antonin "No-neck Nino" Scalia's 
landmark fix in the case of the Florida vote.
