losses, as usually happens when neoliberalism makes a mess.

By `socialize the utility losses' do you mean a bail out through state bonds,
rate hikes, and taxes to share the pain (costs) below and save the neoliberal
sky above--a string out of state producers, holding companies, and unregulated
energy speculators?

It's beginning to look like that's what is coming down the pipe as a solution.
