While the Senate was divided 50-50, they couldn't agree on members of 
a conference committee to reconcile their bill with the one passed by 
the House, so it was stalled. Shortly after the Dems took over the 
Senate, new Majority Leader Tom Daschle said he was going to break 
the logjam and push a bill through. I haven't heard anything since, 
though.
