Ah. But if you blame it on NAFTA and the WTO you don't have to 
confront how much was lost on the environmental front by the 
replacement of Gore and Browner by Cheney and Whitman, and how much 
will be lost on the union front by the forthcoming 
Republican-dominated NLRB...
