What is the reasoning behind the Hague's issuance of sealed indictments? In Croatia, the nationalist opposition wants to discuss the Hague tribunal's indictments against two Croatian generals, and the government is responding that it is legally barred from revealing them. Leaving to one side whether or not that's attempted political finesse, I'm wondering what the usual legal justification is for such indictments being sealed. At first sight, it doesn't seem to jibe with a human rights perspective.
