Not in Israel. He would have to convert first. The orthodox rabbis -- and those are the only rabbis there are, legally speaking, in Israel -- don't consider the Falashas Jewish because they don't have records proving descent.
Of course they could go Cyprus route C.G. mentioned and then get it legitimated. But that kind of underlines the point about there legally being no marriage between Jews and non-Jews in Israel.
